Definition and scope of Foreign Policy Analysis

What is a Policy?

A policy is defined as a strategic course of action, developed and adopted by a country that ties together her vision and values. It is a blueprint that contains a set of principles that guide a nationu2019s actions and decisions in an effort to achieve certain outcomes and reach set goals (Breuning, 2007). Policies map out the day to day running of government systems thus offering clarity on how a government is supposed to run as well as the country as a whole. In addition to providing guidance and clarity, policies are an avenue for governments and all stakeholders to be accountable, transparent and compliant with the law. A policy is purposive and intentional. Policy formulation processes are not random and are undertaken to achieve specific goals and objectives over a given period of time. Due to the fact that government operations permeate all aspects of its citizens lives, it is essential that good policy ideologies be promoted and developed.

What is a Foreign Policy?

Each country in the world has a foreign policy. It is essentially a set of objectives that guide a countryu2019s interactions and relationships with other states. A foreign policy encapsulates the foreign interests as well as concerns of a given government. It safeguards a nationu2019s interests and promotes the country itself in relation to other countries. Foreign policy processes including, formulation, development and implementation play a major role in a countryu2019s development because the policy itself sets the trajectory in which a country is looking to go and grow in (Breuning, 2007). The importance and relevance of a foreign policy is premised on the consensus that any decision a country makes has national as well as international significance and importance.

What is Foreign Policy Analysis (FPA)?

Foreign Policy Analysis is essentially the study of how individual states formulate, develop and implement their foreign policies. Foreign Policy Analysis is a core concept of International Relations and it is principally a branch of Political Science. Foreign Policy Analysis as a discipline engages in the in-depth study of foreign policy processes as well as their impacts on a country (Breuning, 2007). Its major aim is to investigate and understand the processes behind foreign policy decision making activities.u00a0

In addition to that, Foreign Policy Analysis also extensively covers the development as well as the management of external relations and resulting activities of the same. It is important to note that Foreign Policy Analysis is not a stand-alone concept. Rather it borrows heavily from other core disciplines including but not limited to, Economics, Law, Political Science, International History and Politics, Sociology and Public Administration. Therefore, Foreign Policy Analysis is a vast concept that seeks to understand the relationships, interactions and activities between or among states.u00a0
