The function of the Parliament

The UK parliament has an array of functions and roles. The first core role of the parliament is to scrutinize the governmentu2019s works and functions. Through the House of Commons and the House of Lords, the parliament is responsible for the examination of the governmentu2019s works, processes, and procedures. While both Houses use varying procedures to do these, both bid to ensure that the government works in the publicu2019s interest. Some of the ways the parliament uses to scrutinize the government is questioning elected ministers, investigating various projects and committees, and debating various governmental works. Through scrutiny, the parliament can receive a justification of various decisions, thus reflecting on the governmentu2019s accountability.u00a0

Another central function of the UK parliament is its legislative function. The parliament is responsible for making or otherwise proposing new laws. In turn, they help in making changes and crucial adjustments to the existing legislation. In some cases, the parliament may find that there are conflicting, contradictory, or overlapping laws. They assess these existing laws, thereby changing some of its tenets to eliminate any existing or future conflicts.u00a0u00a0

Consequently, since society is consistently changing, the parliament helps debate, evaluate, and alleviate certain issues. For instance, one of the existing issues that affect societies globally is environmental issues. Human activities have proved to have deleterious consequences on the environment. High rates of greenhouse gas emissions have proved to be among the leading factors that adversely affect the environment through causing increases in the climate leading to environmental consequences such as climatic change and loss of biodiversity. Therefore, it is the parliamentu2019s function to debate over these issues and propose or develop new laws that may aid in alleviating such issues. In retrospect, it is the parliamentu2019s central function to ensure that existing issues that affect society are alleviated through debating or deliberating over them, thus developing laws that may strategically alleviate the issues.u00a0

The parliament is also responsible for the financial control of a given state. The economy of a given state is often measured by the economic capability and stateu2019s revenue. Since every stateu2019s finances are crucial, it is the function of the parliament to oversee the financial control of the stateu2019s finances. For instance, the parliament evaluates and approves government spending in every fiscal year. The government annually presents its budget to the parliament, particularly the House of Commons. The House members then debate and scrutinize the proposed budget and, when satisfied with the budget, pass it into law, thereby realizing the funds for the government to use in that year. Other functions include controlling the cabinet, communicating to the public regarding various laws or issues, and having judicial functions such as controlling the court systems and exercising its elective functions.u00a0

Emmanuel Addo
Founder

Emmanuel Addo is the founder of the Young Global Leaders Network, an international non-governmental organization registered in six (6) countries namely, Ghana, United Kingdom, Nigeria, Sierra Leone, Democratic Republic of Congo, and South Sudan and has a membership strength of over 15,000 young black professionals, students, graduates, and aspiring leaders.

The organization also operates in 25 other African countries. Emmanuel also doubles as the chief convener and founder of the Young African Leaders Summit, one of the largest continental youth summits in Africa.  

Currently works at Kingston University as a Business Engagement Team Member in their Partnerships and Engagement Department. 

He characterizes energy, integrity, result-oriented, and ground-breaking service in each detail of strategic management, change management, stakeholder management, and leadership acquaintances.
Emmanuel owns a core background in Sociology and Psychology from the University of Ghana.

Leveraging his experience as a youth activist and a dynamic young man, Emmanuel founded the Young Global Leaders Network, a youth organization that comprises young diplomats, young politicians, and aspiring politicians, business/entrepreneurial business leaders with the aim of championing a mutual agenda for the African youth and promoting youth participation in governance as well as promoting entrepreneurial culture.
Emmanuel nurtures an environment of teamwork and has expertise in data collection and analysis as well as both quantitative and qualitative methods.

Emmanuel worked as an Associate Lecturer at the London College of Advanced Management where he delivered a wide range of business management courses that involved principles of marketing, leadership, operation management, and research methods. Emmanuel has always maintained high teaching and learning standards to ensure that his students’ stand out in academic achievements and successful progression. As a stout believer and passionate key player in volunteering; Emmanuel creates quality time to giving back gladly to his community what he has learned and to educate individuals with free consultancy on career development. He is a leader anyone would love to look up to and with great integrity, commitment, and passion to make the world a better place.
Emmanuel worked as Qualifications Manager at the Open University in the UK.

Emmanuel is also the founder of Kickstart Innovation Hub Ltd, the entrepreneurial hub of Young Global Leaders Network.
